Regarding the type of cloud in your photo, and the description you have given us, I would say it is probably altocumulus(mid-level) or cirrocumulus(higher, and a tad rarer). It may also be that these clouds may be following the jet stream and that is why they managed to stay put for so long. Hope to see you more often!
