To Wayne: i think that they are actually not that rare, but you just need the time to keep looking at the sky when there is a layer of alto- or cirrocumulus. I saw at least 5 or 6 of them a few weeks ago, when there was a nice altocumulus sky in the morning. I made some pictures of two of them.

If you squint your eyes, you can see a face with puffed cheeks and rounded mouth looking as though blowing the clouds about.
