I agree with Laurence Green that this is an imaginative shot!
Looks like a more accessible form of wavy cirrus cloud created naturally by the waves of the ocean at low tide, or someone has just raked the surface of the sand neatly and tidily with a rake in order to create this pattern on the sand.
This form of wavy cirrus on the ground is not made of ice crystals and located high up in the sky like the cirrus we normally see.

No need to fly up high in an aircraft to capture this scene, rather that you kept your feet firmly on the ground – maybe a wee bit wet?!?
